By the end of the XVIII century, the Russian fleet was the third largest in the world (the first and second places were taken by Great Britain and France, respectively). At the beginning of the XIX century, the fleet consisted of the Baltic and Black Sea fleets, the Caspian, White Sea and Okhotsk Flotilla. In 1802, the Ministry of Naval Forces was established, later renamed the Maritime Ministry.

At the same time, the era of steam began for the Russian Navy. In 1826, the first military steamship "Izhora" was built, armed with eight guns, ten years later — the first steamship frigate "Bogatyr".

At the end of the XIX century, the Navy of the Russian Empire continued to expand, especially during the reign of Emperor Nicholas II, who was very sympathetic to the doctrine of the American naval theorist Admiral Alfred Mahan.
