In early April 1918, German troops came to Kharkov. On 7 April, the Germans entered the city on the street side of Ekaterinoslav. Together with the Germans entered Kharkov, Zaporozhye corps under the command of Colonel UNR P. Bolbochan, which with the consent of the General Zurab Natawa appointed temporary Kharkov provincial military commander (with the duties of the provincial Commissioner) commander of the 4th regiment Zaporozhye named after B. Khmelnitsky Colonel A. Shapoval.

During the Hetmanate in Kharkiv was the German garrison. The commander of the German troops in Kharkov was the General Mengelberg. Garrison stood for long.
