Initially, the library was intended for the garbage collectors and their families. But as the collection grew, grew and the interest of the residents of the city. Eventually the library was opened to the public. Now there are about 6,000 books, ranging from art to scientific literature. There is even a section with comics for kids. A place for the library was in an old brick factory, where is located the office of the sanitary services of the district.

The collection of books became so large that the library gives "saved" books to educational institutions and even prisons.

The library is constantly filled with children of municipal employees and students of neighboring schools. For visitors there is a Seating area and chess Board. The library is particularly popular with cyclists who ride around the neighborhood and drop in here to relax, read and drink tea.
