Eco Atlantis - the city of the future off the coast of China

We saw something similar in the movie The Fifth Element (1997). But who knows - maybe in ten years it will not look like a fantasy?
1. Eco Atlantis must solve two problems. On the one hand, if the project turns out to be successful and the construction of such floating cities develops in the future, this will to some extent solve the problems of overpopulation. On the other hand, living and working in such cities will be much more pleasant than in gassed megacities.
2. The city will consist of hexagonal modules interconnected by underwater tunnels. Eco Atlantis will also be connected to the mainland by a tunnel and a ferry service.
3. It is assumed that Eco Atlantis will be able to be completely independent from the mainland. Thus, a livestock farm and a waste disposal center will be built in the city.
4. The city will consist of surface and underwater parts. Residents will be able to move along the streets by electric cars, and along the canals by boats. In a word, eco-friendly.
5. In addition to residential buildings, shops and offices, Eco Atlantis will build an entertainment center in the surface part. There is also a place for a sports complex.
6. Most likely, the city will be supplied with energy using biogas generators. Natural ventilation and lighting will be provided by a system of vertical gardens.
7. The total area of Eco Atlantis will be more than 1 thousand hectares.
8. While the project is under consideration by Chinese investors.
