At the beginning of the year, the Ministry of Finance of the Russian Federation published data on how much the country owes countries that once received Soviet loans. At the beginning of 2016, the debts of the Russian Federation amounted to $ 34 billion, that is, they still owe the successor more than she owes.
By November 2018, approximately $150 billion had been forgiven to debtors. Russia was especially generous in 1999. Then, according to the Cologne Agreement, 20 billion dollars were forgiven in one fell swoop to such hopeless occupiers as Tanzania, Guinea-Bissau, Madagascar, Burkina Faso, Benin, Yemen, Chad, Mozambique, Sierra Leone. The rest of the countries, of which there are also a lot left, were given installments for repayment for 30 years.
